d/t/test-nut.py: scale sleeps by x10 to mitigate flaky results

On slower hardware like riscv [1] or sometimes arm [2][3]
this test was flaky and ran into fails like:
Could not find pidfile '/run/nut/dummy-ups-dummy-dev1.pid'

But it was just a race, instead of implementing andvanced startup
tracking this is just scaling up the sleep times by x10 which
should safely push them into a zone where it should be working
even with slow hardware. Despite that the test overall still
completes within 15 minutes which should be sufficient.
