Add dependency on python3-pkg-resources

mako does actually conditionally depend on pkg_resources so add it as a
dependency.

We looked at adding this "correctly" to setup.py as install_requires,
but that didn't work. Since this is already fixed differently in later
upstream versions, it doesn't seem worth figuring out why, so we just
hardcode it in the control file instead.
