d/rules: Don't create translation tarball

By setting NO_PKG_MANGLE=1 we prevent the creation of a translation
tarball with the PO files, and with that the unnecessary debianutils
translation template at LP can be disabled.

Drop debian/NEWS entry

This relates the deprecations which we are reverting in Ubuntu for now,
so just drop the entire entry. If/when Ubuntu syncs the deprecations
back, we can add this NEWS entry back at that point.
