 d/rules: fix build with (empty) amavisd-new-postfix

 Due to the presence of amavisd-new-postfix - which is empty except
 postinst magic - the dh tools will call dh_auto_install with destdir
 being debian/tmp instead of debian/<package>.
 Due to that other parts of the rules and .install files fail to apply.

 Due to not containing actual bits of the build, amavisd-new-postfix
 does not need to be involved in dh_auto_install therefore we can set
 --destdir to match what would be the default in a build without
 amavisd-new-postfix existing.

* d/control: Delete packages ripole and dspam - which are missing -
  from Suggests to not mislead anyone who would want to make use of
  those (LP: #1891643).

  These packages were removed from testing in Debian.

  amavisd-new is derived from Debian. Debian also has this bug so this
  delta is waiting on Debian to resolve.
