Implement support for short appIds (i.e. apIds without the version string, which shell needs to fix bug 1239750)

Note this moves desktop file locating logic into ApplicationController. As ApplicationManager and friends will refer to apps only by their short appId, there is no easily determined correlation between the short appId and the desktop file path. Thus obtaining the desktop file path is an implementation specific detail, and must live in the upstart implementation
