change Launchpad to use Storm 0.18

Description of the Change

This branch change Launchpad to use Storm 0.18 (https://edge.launchpad.net/storm/+milestone/0.18). Among other things, this new release fixes a couple of bugs we care about (bug 659078 and bug 620615), and one we had cherry-picked into our version of 0.17 (bug 620508).
