Make query string test ignore initial &.

PhantomJS hates me and thinks query strings should start with a & that's not
required. Adjust test to accommodate.

Add the base subapp for Browser.

- Add the subapps/browser code and wire it up to the main app.
- Update the templates to pull in templates in the subapp.
- Update the build to include the subapps directory so test-server/etc work.
- Add the FilterControl model that will be wired across the application.
- Incomplete notes:
  - the template is only a placeholder for more work.
  - the filter control isn't wired up to the app currently
  - this branch is just a stepping stone reaching up to diff limits to work
  forward from.

Landscape Badges

This branch includes badges for landscape in:

 the environment view
 service views (single badges at top)
 unit views

It is currently very ugly, assets don't fit, match the designs very well
(pallet or size) Additionally I had to generate smaller versions for the
service view with various amounts of units. To see these goto the unit
page and test with 20, 40, 100, 300 units.

Creates the widget to display the small charm box

A new widget is created, CharmSmall, representing the small box
representations of a charm throughout the app (e.g. the slider of several
charms).

This isn't wired up to anything, it's just the beginnings of the widget. It
also doesn't display the stars for the rating at this time, as we don't have
the sprite assets.
