Open branch by URL not by transport.

Use open_containing with possible_transport instead of the previously used
open_containing_from_transport. That way we pass a URL to bzr, which (as
far as trac-bzr is concerned) doesn't have to correspond with a path
representable by the underlying transport. It might allow us to have
characters in relpath which cannot be expressed in the encoding used by the
transport, although currently that doesn't seem to work yet.

Restructure containing_branch to work with URLs.

Now we make more effort to deal with URLs instead of unescaped paths when
opening the containing branch for a given path. This should be safer and
compatible over more versions of bzr.

Avoid -dev tags to released file names.

Those were originally intended for development between release series, when
the version number was still from the old series but the code closer to a
new release series. We don't do this at the moment; we are delivering
releases from this trunk, so we might as well drop that default.

I'm not sure yet whether the browser links will be correct for repositories
