* Remove cdbs dependency completely
- update debian/control to remove cdbs from Build-Depends
- update debian/rules:
  - no longer include patchsys-quilt.mk from cdbs
  - modify rules to integrate quilt to patch and unpatch using
    /usr/share/quilt/quilt.make
- update debian/patches/81_sonames.patch to properly clean $(SHARED_LIBRARY)

Migrate from dpatch to quilt and update patches to new release
- update debian/control: remove dpatch and add quilt (+ cdbs) to Build-Depends.
  Investigate if cdbs is really necessary but so far, we include
  /usr/share/cdbs/1/rules/patchsys-quilt.mk
- update debian/rules:
  - include patchsys-quilt.mk instead of dpatch.make
  - drop patch-stamp
  - drop unpatch
  - change 'clean:' into 'clean::'
  - upstream no longer has 'real_install', use 'install'
  - update debian/patches/99_configure.patch using quilt
- drop debian/patches/00list, add debian/patches/series (renamed)
- drop debian/patches/18_kbsd_nspr.dpatch: GNU/kFreeBSD part integrated
  upstream, tiny hurd part apparently rejected upstream (replaced by an #error)
- drop debian/patches/30_nspr_m4.dpatch: integrated upstream
- drop debian/patches/80_config.dpatch: taken care of by patchsys-quilt.mk
- port debian/patches/30_config_64bits.dpatch to debian/patches/30_config_64bits.patch
- port debian/patches/30_pkgconfig.dpatch to debian/patches/30_pkgconfig.patch
- port debian/patches/81_sonames.dpatch to debian/patches/81_sonames.patch
- port debian/patches/99_configure.dpatch to debian/patches/99_configure.patch
- fix debian/libnspr4-dev.install and drop debian/libnspr4-dev.links
  as pkgconfig is gone
