Merge dapper-upgrade-fixes [f=496504] [r=thever,bigkevmcd]

Implement workarounds for dapper to hardy release upgrades:

 - Pass to upgrade tool a magic "--mode server" command line argument
 - Include the Landscape PPA in the whitelist of official mirrors
 - Add a lazy version of the RemoteBroker, to avoid connecting to DBus
   while the upgrade is running
 - Start the DBus service after the upgrade is completed

This modifies the behaviour of the UserMonitor's resynchronisation method to
trigger an immediate upload of user data, this prevents the 1hr long wait for
user data to be uploaded following a resynchronisation which prevents scripts
being sent to the machine during this period.
