get_eucalyptus_info functions have been fixed so that they can be

Merge changer-after-smart [f=542215] [r=therve,al-maisan]

- Add a "package-data-changed" event that will be emitted by the package
  reporter when package data changes (installed/available packages or
  package locks), and broadcasted to all clients by the broker.

- Spawn the package-changer upon package-data-changed events

- Make the PackageManager plugin spawn the package-changer only after
  the smart-update stamp file is there, i.e. after smart-update has been
  run at least once by the reporter.
