Merge lp:~flocculant/xubuntu-docs/irc into lp:xubuntu-docs/bionic

Added a 'patience' note to the index page.

I know we've got a more detailed stanza covering that elsewhere - but if someone just goes to help and see's the current irc line and goes there, they've not seen the 'wait for a while' detail elsewhere.
