Match the source repository series to the host.

Fix building from source when deploying to xenial.

On xenial, creating the repository fails when the untarred source is in
the same directory. This branch builds the package in one directory and
the repository in another.

I also changed it so that the package is built in install_packages()
rather than set_sources(). The reason for this is that we need to update
the sources before building the package.

Allow the local branch to be deployed using the bundles.

It changes the make targets to allow the local charm be specified either

This branch modifies the landscape-server charm minimally to get it
working on xenial units.

The change ports the install hook (and related tests) to python 3, so
we can install python 2 along with our regular dependencies.
