Use get_or_create on creation of JenkinsJob and JenkinsBuild objects. Remove usage of jenkins job/build parameters, they are not used and the parsing sometimes causes errors.

Introduce last_build and associated properties to JenkinsBuild and move some others over to use it; need to decide what to do with the old numerical last_build, don't think we need it. Also one or two other items need sorting, specifically not getting the integration_build set.
