Add support for child jobs via the 'nonfatal_jobs' parameter that do not effect the outcome of the -ci or -autolanding parent jobs (they run, but do not change the pass/fail status). Add a dedicated 'standard_jobs' paramater to add jobs to the main builder_list instead of using the 'template: False' method. Fix the mediumtests job name used by ubuntu-weather-app.
