Create a jenkins parameter, builder_hooks, to contain the stack specified hook list for the builder job.

Use the cu2d-confg generated hook list directly in the pbuilder build step instead of the jenkins parameter $hooks. The $hooks value is always inherited from the parent job and as a result, it was not possible to specify unique hooks for the builder jobs using $hooks.
