[ubuntu_ltp*] remove blacklist.xenial
Restore execution of the ubuntu_ltp set of tests for xenial. These run
with similar testcase failures as bionic and others. We also have
sufficient resources to run these as we don't crank as many xenial
kernels.

Description of the change
I re-enabled these tests at the request of cascardo for testing a specific kernel. They all appeared to run as expected across the clouds. I couldn't find a specific reason in the git logs or otherwise to continue to blacklist these.
