Ensure that all Permission objects for models are up to date.

Given this is Django a version updgrade, and there's a South bug[0]
that won't let it track the permissions Meta for models, we need to
ensure all of them get synced correctly for all installed apps.

Remove test imports: Django's Discovery runner does the right thing

Initial Django 1.6 setup

Updated configglue, django, django-openid-auth, preflight, south and
moved them from requirements to be installed as sourcedeps. This is
done via the fabfile until the project-normalization branch puts
config-manager in use instead. Current status is that project starts
well and works, although some tests are failing,
mainly because of transaction management changes in Django.
