LP#1973754: Fix match set type not displaying correctly
Update the Record Editor to display labels for match set types - Modify the customValues in fieldOptions to include labels for 'biblio', 'serial', and 'authority' - Ensure the drop-down in the Record Matching definition Set dialog displays 'Bibliographic Records', 'Serial Records', and 'Authority Records' correctly.
Release-Note: Display match set types with appropriate labels in MARC Batch Import/Export.

LP#1901615: Fix match set recognition for acquisitions in Vandelay
Ensure Vandelay templates for acquisitions record loads correctly recognize and display record match sets, similarly to bibliographic loads.
- Updated match set logic to support acquisitions, restoring use of 'bib-acq' as the record type identifier (as in the previous implementation).
- Changed import.component. html and import.component.ts to load the correct match sets. Release-Note: Fixes record match set display for acquisitions in Vandelay interface by restoring 'bib-acq' type handling.
Testing Plan:
1. Load a cataloged items file with record type set to Acquisitions.
2. Verify that the match set dropdown correctly lists and applies match sets.

LP#2112185: Bring back core precat behavior
The fix proposed and committed for LP bug 2098898 removed all precat
event overrides in an attempt to stop blocked patrons from receiving
precat items at checkout. Unfortunately, the precat mechanism uses the
automatic COPY_NOT_AVAILABLE. override permission check to see if staff
are allowed to check out a precat that has circulated in the past.This commit brings back the override check for that specific
