LP2069098: get Angular tests compiling and passing again

An Angular constructors got a new parameter, but the
test that called the constructor wasn't updated
to include the new parameter. This commit adds the
missing parameters.

Release-note: Update automated tests for the staff client.

LP#2073993 - Docs: Action Trigger template example has a small error.
in "helpers.get_org_setting(target.home_ou.id, 'org.bounced_emails')"

It doesn't work to use target.home_ou.id since the example is for Overdue items,
which use a circ base object. Updated example to pull the 'org.bounced_emails'
using the user variable defined in the example.
