LP#2112613 AngularJS modal close button has insufficient contrast

- Sets modal color CSS variables to the body colors in light mode.

- --modal-header-bg is currently unused, but was updated to
provide appropriate contrast if used in the future.

LP2115535 Basket nav markup, ARIA label

Creates a separate navigation landmark for the OPAC basket. This is
useful primarily when there are items in the basket, in which case a
dropdown menu of basket actions becomes available.

LP#2116042 Link Checker Session Dialog Associate Labels with IDs

Add ids to the URL selector inputs to align with labels in the
Link Checker dialog. Also, while the name attribute may be
optional here, ensure existing name attribute binds properly.

To test:
Click the label to see if the corresponding input is focused.

Release-note: Corrects form label associations for tag and subfield
inputs in new Link Checker session dialog

This commit resolves that issue.

Testing is relatively simple, find a copy without parts and attempt to
delete it with a scrip using
open-ils.cat.asset.copy.fleshed.batch.update.override. Before this
patch, it should fail. After this patch it should succeed.
