i18n: Switch es_AR references to east to English in Ch 23

Challenge 23 requires the user to type `cd east` but the instructions
talk of `este`. Switch to use the English versions in the instructions
so the users don't get stuck.

i18n: Add updated es_AR translations

Update the translations for Argentinian Spanish.

Now we are exporting multiple binary packages, we seem to need to use pybuild if we want to use
setup.py. Pybuild needs an explicit destdir otherwise it prepends 'python-' to the package name.
Pybuild also uses the depends field to detect which python version to use.
