Fix a bug that causes an exception to be raised when calling the has_section() method with a category name that is not used within the config file. In this scenario the method should always return False.

Merging changes to interface (improved program selection).
Selection of the program to explore now happens on the front page, and a program can now be explored by accessing its specific URL (/program/{program name}), without going via the front page.

Work around a problem where pysnmp incorrectly references global variables.

Various changes made while getting entrails working with sextant.

Main externally-visible change is that entrails makes a slightly better effort to find the names of classes corresponding to method calls (i.e. get qualnames rather than just function names).

Some bits of internal cleanup too: have a properly structured 'Event' object rather than the weird sort-of-an-obj-sort-of-a-dumb-container Frame (that wasn't a frame).
