Provide a revision tagger for Bazaar, so the bzr revno can be appended to development eggs' Version, as setuptools does with Subversion now.
This relies on an interface that isn't in setuptools yet, see http://bugs.python.org/setuptools/issue42 (and https://code.launchpad.net/~encukou/setuptools/revision-tagger) for details.

For compatibility with other revision control plugins for setuptools,
rename the package to setuptools_bzr. Also, because bazaar has
reached its 1.0 milestone, bump the version number of this plugin to
1.0.

- Remove hack for bug 125521 since that's now been fixed.
- Bump version to 0.92 to mirror bzr.
