Run the tests for the new C++ version of the scope during build as well.
Comment out the assertion that will always fail, for now.
Set G_MESSAGES_DEBUG=all when running tests in package build.
Use -Werror when building the C++ version of the scope.
Clean up how some CFLAGS are added to the build.
