Skip CVSS-4.0 check (temporary workaround)

 - Currently if CVE file has CVSS4.0 score, the cve_lib's load_cve() and
   parse_cvss() method fails due to lack of support for CVSS4.0 scoring system.
 - This change temporarily ignores any CVSS4.0 in CVE file to allow scripts to
   function normally, serving as a stopgap measure until full CVSS4.0 support
   can be implemented.
