Add support for your proposed "Preferences Opening Specification".

Now handles settings://accounts/parental-controls, which fallsback to the proposed standard settings://accounts/ URI.

My intention with these pull requests was to add support for your proposal to the plugs, because they looked useful yet I couldn't open those URIs on an up-to-date version of URIs. I now see that the plugs do support all the proposed standard ones, so I ended up adding support for non-standard ones to be thorough around which screens can be opened by these URIs.

However on this repository, it showed me that the Parental Controls search support could be improved.
