Overview

This branch adds our 'light' theme's assets as static files for the webcatalog app.

Details
=======
Taken from our standard web-themes branch, index.1col.html remains the standard template and is then overridden in base.html. This should make it easier to switch to using the actual standard templates when they become publicly available.

No tests included.
