Removed the test database download and added the database files directly for self-containment purposes. The test database can be updated from lp:test-db.

rabbitmq: we agreed to take this off Tobin to relieve his workload. Tobin will
switch the test to an alternate simpler one, and someone else will take over
after that.

Update OWNERS to incorporate all existing tests

I have also broken the list of tests into Priority items and Other
items, from my memory of what we considered Priority in a prior meeting.

I have prefixed categories that don't correspond to anything directly in
the repository with a '*'.
