fixed bug in statistics. If max_value for a year was 0, a calculation using 0 and a float would occur... resulting in errors. This is now fixed.

Fixed bug in clieop export, when exporting by category... an empty file resulted if the execution date and collection date were in different months. The execution date year and month were used instead of the collection date when getting info from the db.
