Description of the change

Added the Catalan (Valencian) translation, a variant of Catalan in the Valencia region, backed by good community support. It is maintained by the same translation team which provides the main Catalan translation, although it has not yet been added upstream as an official locale - but as an add-on at https://addons.mozilla.org/ca/firefox/addon/valencian-catalan-languag-9702/versions/
