Merge cross-team-ignore-other-projects [r=BjornT] [a=Chad Smith]
This branch allows the autosync configuration option to be tri-state:
    "on" - sync any bug cards that don't have the no-sync marker
    "active-projects" - sync any bug cards that are related to the INI configured projects
    "off" - don't sync any bug cards unless "sync:" is in the title of the card

It lets multiple bug2cards ini configurations process the same board without having move collisions with other projects.

the bug status of the 'trunk' task. Ignore sub-task (series) bug status.

Drop unused run.sh and merge necessary updates from kanban-cross-team branch.

kanban-configs ini files now support new_lanes instead of todo_lanes, and
done_fix_lanes/done_nofix_lanes instead of done_lanes.

Merge multitask-multibranch-bugs [r=benji, adam-collard] [a=Chad Smith]

Multi-branch bugs, bugs which have multiple branches linked to them in LP,
will only be considered DONE if all linked branches are approved or merged.

Multi-task bugs now only take bug status of primary project task. Ignore bug
task status of non-primary tasks (series releases) unless those tasks are
owned by our team in projects which we don't manage.
Example: MAAS bugs with a sub task owned by a landscaper.
