Rather than be have test fails due to the vagaries of the internet
download the grafana plugins locally.

Add note about Grafana certificate

Some environments may experience failure as Grafana graphs
will silently fail to display due to an unverified TLS
certificate for the Grafana server. Add a note about this
and how to overcome it.

Fix graphs to use dns name

dns_name appears to be a more reliable key for the graphs as
instance may return the IP or the hostname which breaks the
host match
