Added backwards compatibility support for .bzrignore.

- Adding ignore patterns to a tree will update .bzrignore if it exists, otherwise .bzrmeta/ignore will be created/updated.
- Both .bzrignore and .bzrmeta/ignore will be read when getting the list of ignore patterns for a tree.
