Made some significant changes to the structure of the service. Made the service quit after GPS is accurate to within a parameter that can be set in the code. Made the timeouts more accurate.

Changed the service architecture so that the phonestatelistener would not run repeatedly. This may have been what was causing -1 to appear in the CID of some measurements. Changed some function names and reorganized the flow.

Mirrored code from meatis with a bzr pull --overwrite. Cleaned up the main layout XML file to get the tab spacing correct.

Fixed bug with same measurements being used for both text boxes. Add a const.java to hold our constants. Added a gps calculation time variable.

Added options to set GPS Timeout period and Alarm Period. Also wrote functions for stopping and starting the alarm, instead of having them imbedded in the button listener (they get used again if you set a different alarm period). Have not been able to test the GPS Timeout, but it should work.
