Patched from branch that targetted the original linaro-image-tools branch.

Fetch image tools will now find releases in the DB rather than looking in fetch_image_settings.yaml. This meens new releases will be available by default instead of having to spin a new version of fetch_image_settings.yaml every time. Old releases can be hidden from the tool, which may be useful if they no longer work with newer tool versions.
