Add internal assembly manifest to Windows executable
* Enables dynamic linking to system libraries no later than Windows 10 by default,
  effectively OpenJKDF2 does not need to run in compatibility mode anymore,
  thus using the latest system code paths
* Windows does not virtualize OpenJKDF2 anymore
* OpenJKDF2 has become high dpi aware (may require additional coding)
