Fix dojox.layout.ContentPane test.

It was breaking because it expects to get path adjustment
while setting content directly (rather than through an href)
Had to change the test and dojox.layout.ContentPane
to get that to work again. (Officially, it's not supported)

1. Don't call cancel() when loading the results from an href call:
    - Only an attr('content', ...) should cancel a in-flight request, not an internal _setContent() call, so moved cancel() call from _setContent() into _setContentAttr()

   - Don't call attr('content', ...) internally to set the results of the href download

   - move onLoadHandler() call into _setContent() so that it's called for both href loads and content loads

2. various fixes to get dojox.layout.ContentPane tests almost working again (12 errors before checkin --> 3 failures after)
