move the mega job logic into a proper script

The jenkins job shell command was growing too complex. This is
being moved to its own shell script ./scripts/run-smoke.

move test filtering logic into testconfig.py

Having the logic in the configs makes it impossible to have a
MEGA job for something like touch_custom. This moves the filtering
logic into testconfig.py so that the run-smoke command can now
deal with an image-type to determine what all tests it can run.

This completes the breakout of autopilot and utah test configs into
their own files. The net affect is that our MEGA job will no longer
need regenerating when tests are added/removed.
