deploy: move oauth defaults into cheetah

We need a mechanism to properly set the oauth defaults in our unit-config
file. The way we might do this could vary. For example you could do
things like:

 * add these OAUTH values to the novarc file you source
 * provide CLI args in deploy.py

However, regardless of that decision we'll still have to pass them
as environment variables to cheetah for it to fill out the template.
This is step one in that process.

This adds the notion of a "payload url" to the rabbit-worker charm so that it can deploy a tarball from a URL instead of having to use a branch. I then updated the deploy logic to copy the local source tree into swift and pass that URL into the deployer template. from Andy Doan
