 * remove space between header and page content

New theme for wiki.linaro.org

Differences from current:

 * Linaro family banner: most official Linaro websites have a
   banner of links.

 * Max-Width: As the page width grows past a certain width, we
   put a border around it so that the text columns aren't too
   wide to read.

 * table-of-contents: The table-of-contents macro doesn't render
   well when people put it in a table and make it float on the
   right side of the page. This fixes that.
