Split languages into their own seed files

Languages have been split into minimal and default languages.
Two tasks ubuntu-desktop-default-languages and
ubuntu-desktop-minimal-default-languages have been added.

Add desktop-common to ubuntu-desktop

Tasks will then list everything that desktop-common includes again, as
in previous releases.
This is only for the tasks, the dependency on ubuntu-desktop-minimal was
already fullfilling this, but it makes the diff between desktop and
desktop-minimal easier to read.

Remove ubuntu-session blacklist hack in desktop

This isn't necessary, with more tests. Can't reproduce the removal/add
paradigm that appeared before.

Even if this one is in desktop-minimal, we need the exclusion
for s390x noticed by germinate.
