Fix bug #1181829: decompressor crash with truncated UOR-2 packets of the RTP profile

The UOR-2 packets of the RTP profile got an additional 1-byte field wrt the
non-RTP UOR-2 packet. The minimal length of the UOR-2 packets is checked, but
the additional byte was not taken into account. So a truncated UOR-2 packet
was able to crash or assert the decompressor.

be used if bits(SN) > 14" and bug #1089106 entitled "Compressor asserts because
of non-RTP traffic with 14 SN bits to transmit" will not be fixed in the 1.3.x
releases.

crash with malformed extension header list" will not be fixed in the 1.3.x
releases.

As a consequence, do not use any 1.3.x release with ROHC packets coming from
