implement DH_GOLANG_INSTALL_ALL

In debian/rules, export DH_GOLANG_INSTALL_ALL=1 to install all files into
the builddir, not just .go files. This may be necessary to include golden
files for testcases, but then you need to manually delete extra LICENSE
files and such.

Install files into /usr/share/golang/src and /usr/bin by default (Thanks pkern)

This might break existing .install files, sorry about that. The new
paths are a better default, though, for simple packages.
