cirrus: ridiculous situation

sooo, this commit basically just changes one word

from ubuntu to latest and the build runs just fine

but when one uses these keywords: "ubuntu, debian" in image name,
then the build is scheduled forever and then it simply fails

i don't know wtf is this happening, but it's mildly irritating
