Add horizon ssl cert check.

- The keystone catalog doesn't list horizon as an endpoint. Therefore
  we cannot leverage the existing `create_endpoint_checks` method in
  order to create a new https (ssl cert) check for horizon.
- A new method was added that takes the horizon IP obtained from the
  relation with openstack-dashboard and then uses that to call the
  `check_ssl_cert` script.
- The code for configuring the `check_ssl_cert_options` var for the
  `check_ssl_cert` script is refactored into another method called
  `_configure_check_ssl_cert_options`.

Add masakari check for segment host

Drop xenial support because masakari python library is not supported
on xenial. xenial clouds can simply redeploy a bionic/focal
unit if they want to upgrade
