Cleanup unused MANIFEST entries

Now that we're generating a netboot tarball, the MANIFEST entries for the
individual components are unused.

arm64: Create a netboot tarball

As we start adding more content to the netboot directory - like configuration
files and bootloaders for PXE - it will become a pain to have to download each
file individually. Follow other architectures and generate netboot.tar.gz.

arm64/xgene-uboot: apm-mustang.dtb is now in the device-tree directory,
so we can drop it from the xgene-uboot directory.

arm64: Enable device-tree medium

This will publish all of the dtb files the kernel builds for netboot users.
This should scale better then having separate directories for each SoC
family and manually adding code to put each dtb into the proper SoC dir.
