Enable generating manifest files when importing images from packer-maas.

When generating an image using packer-maas the MANIFEST environment variable
will be set. This tells CentOS/RHEL templates to generate a manifest file
containing all packages and their versions installed on the system.

If importing images into an existing stream meph2-import will ignore images
which generate an identical manifest.
