Remove the redundant [config] section

typo correction in the client cli launcher

Update the certification-client cli launcher to load jobs.

Reflect the launcher changes to the canonical-certification-cli launcher.
This fixes lp:1555927

Bump to v0.22

Update all test plans after the local -> template jobs conversion

- All test plans now have a bootstrap_include section
- All local jobs (aka generators) have been removed
- Updated descriptions

Remove old test plan (only keep versioned ones)

"no_ACPI_REV_interface" job no longer cert-blocker in client-cert-14-04-3 test plan (fix lp:1521939)

Bump to v0.21

provider:client: Update test plans to match networking/info.*

not just networking/info_eth\d and networking/info_wlan\d.

Bump version to 0.20.1
