Give conjure-up enough time to access bootstrap-config

There is a small delay between juju bootstrap creating the bootstrap-config.yaml
file and when our setup_maas function wants to access it. We already give
ourselves 30 tries to find a controller so we set the initial dictionary as
empty in order to attempt to re-read that bootstrap-config file during the 30
retry period
